Can I certify a VIN number remotely?

I am a Remote Online Notary in Florida.  I have a client who wants me to certify his VIN and odometer reading. Florida allows notaries to verify the VIN and odometer reading.  He is here in Florida and the vehicles are in California.  Can I do this virtually? — N., Florida

No, you may not. F.S. 117.209(1) says an online Notary may perform any of the functions authorized under F.S. Chapter 117, Part I, excluding marriages, as an online notarization. Part I of Chapter 117 does not list verifying a VIN as a notarial act. That authorization comes in F.S. 319.23(3)(a)2. Furthermore, verifying a VIN requires the Notary to physically inspect the vehicle ID number before signing the section of the VIN form, which is not possible if you are asked to perform an online notarization.

As I understand it, in Florida we can only certify the VIN but not the odometer reading. Correct?

Hello. HSMV 82042 (Rev. 01/13/13) is the form for verifying a VIN. Part B of the form requires the Notary to physically inspect the vehicle for the VIN and to sign the following statement: “I, the undersigned, certify that I have physically inspected the above described vehicle and find that the vehicle identification number on the vehicle to be identical to the vehicle identification number recorded on this form.” The Notary must print, type or stamp the Notary’s name, sign the form and affix the Notary’s official seal.

For a Florida notary signing agent who performs vin verification and keeps a notary journal for best practice, are vin verifications to be recorded in the notary journal though identity is not being verified?

Hello. Florida Notaries are only required to keep a journal for remote online notarizations.
