Analysis:Senate Bill 1369 simply authorizes any clerk of circuit court to perform any notarial act a Virginia Notary Public may perform. The House of Delegates amended the legislation by stripping out a provision permitting the clerk to charge $25 for performing an electronic notarial act and the Senate concurred with this amendment. The NNA interprets this new law as authorizing a clerk of a circuit court to perform electronic notarial acts as well as paper acts.
