Changes
- Provides that an operator's or chauffeur's driver’s license that expires on or after March 1, 2020, is valid until March 31, 2021, and further provides that if the license expires after March 31, 2021, but before August 1, 2021, it is valid until 120 days after the date of expiration.
- Provides that an original operator's driver’s license (“regular” driver’s license) with a designated level 1, 2, or 3 graduated licensing provision that expires on or after March 1, 2020, is valid until March 31, 2021, and further provides that if the license expires after March 31, 2021, but before August 1, 2021, it is valid until 120 days after the date of expiration.
- Provides that a commercial driver’s license that expires on or after March 1, 2020, is valid until March 31, 2021, and further provides that if the license expires after March 31, 2021, but before August 1, 2021, it is valid until 120 days after the date of expiration.
- Requires Senate Bills 508 and 509 to be enacted for this bill to take effect.
AnalysisDuring the COVID-19 pandemic, several states adjusted the expiration dates of driver’s licenses to limit the number of people accessing motor vehicle department offices. In Michigan, the state Supreme Court ruled that the Governor could not exercise emergency powers after April 30, 2020. This meant that the Legislature would need to enact legislation such as Senate Bill 507 to address matters related to the pandemic. Previously, the Legislature enacted Senate Bill 876 to extend driver’s licenses that had expired.
