Analysis

Since the written records of a “public body” of the state of Louisiana are considered public records, technically the examinations of applicants for a Notary Public commission in Louisiana would qualify as a public record unless otherwise exempted. Revealing the questions and answers to Louisiana’s Notary examination, which recently became a uniform statewide test administered by the Secretary of State rather than by the separate parishes, would seriously compromise the purpose and effectiveness of this important examination.
