AnalysisSenate Bill 1573 provision creates a temporary, two-year waiver of Illinois’s additional Electronic Notary commission fee. It reduces the upfront cost of becoming an Electronic Notary without changing the ordinary Notary commission fee or the underlying electronic commissioning requirements. Because the Act takes effect upon becoming law, the two-year period begins on the date the Act becomes law. At the end of that period, subsection (b-5) becomes inoperative and the existing $25 fee in subsection (b) automatically resumes. No further legislative action is required to restore the fee. As introduced, Senate Bill 1573 also would have decreased the Electronic Notary bond during the two-year period. Senate Floor Amendment No. 1 removed all bond-related changes, leaving only the temporary application-fee waiver.
