Analysis:

The California Secretary of State adopts regulations for Notary education vendors concerning the mandatory education requirement. Assembly Bill 2062 of 2004 delayed by six months the effective date of the mandatory education requirement to allow the Secretary to publish regulations to implement the education requirement. All Notary applicants who are appointed as a Notary on or after July 1, 2005 must have taken a 6-hour course of study.
