Summary

House Bill 189 allows a Notary to accept a U.S. passport book or card as identification and requires any ID presented to a Notary to be unexpired.

Analysis

House Bill 189 makes an important clarification in Virginia's Notary laws. It allows a U.S. passport book or card to be accepted as identification whereas before it wasn't clear whether a passport card was acceptable. Another important clarification HB 189 makes is that any ID presented to a Notary must be unexpired. Previously, a U.S. passport, certificate of U.S. citizenship or a certificate of naturalization were exempted from this requirement.
