Summary
The Missouri Secretary of State adopts permanent rules related to Notary commissions and the Notary complaint process.
Affects
Amends 15 CSR 30-100.005, 5 CSR 30-100.010, and 5 CSR 30-100.015.
Changes
- Modifies the title of 5 CSR 30-100.010 to read "Approval, Revocation and Suspension of Notary Commission."
- Provides that an individual who has been convicted of a felony involving dishonesty or moral turpitude, committed in the last five years, will be denied approval for a commission.
- Modifies the title of 15 CSR 30-100.015 to read "Request for Hearing on Suspension or an Appeal on Denial of an Application."
- Provides that an applicant who has been denied a Notary commission may appeal the denial to the Director of Business Services or his or her designee, and further provides that this appeal does not include a right to a hearing.
- Provides procedures, as specified, for filing a complaint against a Notary.
