AnalysisIn rules adopted by the Iowa Secretary of State on July 1, 2020, a provision requiring training for applicants for a Notary commission was included. In this emergency rule effective on October 14, 2020, that requirement has been repealed. The Secretary of State will encourage applicants to take a course, but they won't be required to do so. However, the requirement to take training in order to be granted authority to perform notarial acts for remotely located individuals remains unchanged in the rules.
