Summary
In an emergency rule adopted by the Iowa Secretary of State, applicants for a Notary commission will no longer be required to take a training course as a requirement for a commission.
Affects
Amends Section 43.5(3) of Title 721 of the Iowa Administrative Code.
Changes
  1. Repeals the requirement that applicants for a Notary commission take a training course as a condition for receiving a Notary commission.
Analysis
In rules adopted by the Iowa Secretary of State on July 1, 2020, a provision requiring training for applicants for a Notary commission was included. In this emergency rule effective on October 14, 2020, that requirement has been repealed. The Secretary of State will encourage applicants to take a course, but they won't be required to do so. However, the requirement to take training in order to be granted authority to perform notarial acts for remotely located individuals remains unchanged in the rules.
