HI House Bill 1299

Notary Law Update: HI House Bill 1299

State: Hawaii

Summary:
House Bill 1299 renames the Notaries Public Revolving Fund to Notaries Public Special Fund.

Signed:  July 20, 2021

Effective:  July 01, 2021

Chapter: Act No. 9, First Special Session

Affects:
Amends Sections 456-9, 456-9.5, and 456-18 of the Hawaii Revised Statutes.

Changes:
  1. Renames the Notaries Public Revolving Fund to Notaries Public Special Fund.
Analysis:
House Bill 1299 makes an innocuous name change to a fund used by the Attorney General to administer the Notary Public program as part of a broader bill that repealed certain special funds and transferred the remaining balances to the state's general fund. Depletion of revenue during the COVID-19 pandemic required the Legislature to determine if special funds were serving their purpose.
