What to know when applying to become a Rhode Island Notary Pubic

  • Confirm your eligibility. You must be at least 18 years old; a U.S. citizen or permanent legal resident; a Rhode Island resident or have a place of employment or practice in the state; able to read and write English; demonstrate sufficient knowledge of Notary Public powers and duties; and not be disqualified from receiving a commission under RIGL 42- 30.1-16.
  • Review required materials. Rhode Island does not require a training course, but applicants are expected to review the Secretary of State’s Notary Public Manual, RIGL Chapter 42-30.1, and the Standards of Conduct.
  • Pass the knowledge assessment. Complete the Notary Knowledge Assessment on the Secretary of State’s website and score at least 80% to qualify.
  • Use an official Notary seal. Rhode Island Notaries must use a rubber stamp ink seal or an embosser for paper notarizations.
  • Maintain a journal (recommended). While not required, the state strongly recommends keeping a permanently bound journal of notarial acts.
  • Complete your application and oath. Submit your application and appear before a Rhode Island Notary Public to take your oath of office.
  • Allow time for processing. The Rhode Island Secretary of State (not the NNA) is the commissioning authority. Processing may take up to 12 weeks.
