As the United States’ struggle against terrorism continues, Defense Secretary Robert Gates is calling on non-military civilians — such as Notaries — to help protect the home front.
During a recent speech at Kansas State University in Manhattan, Kansas, Gates said the nation increasingly will need civilians to assist in non-military — or “soft power” — security areas such as awareness, communication, economic assistance and political development.
“We must focus our energies beyond the guns and steel of the military, beyond just our brave soldiers, sailors, Marines and airmen,” Gates said. “We must also focus our energies on the other elements of national power that will be so crucial in the coming years.”
Many government agencies now classify notarization as a “security procedure.” Notarization is an essential deterrent against the use of false ID and fraud — tactics used by terrorists to evade detection and raise funds for their activities. The NNA has worked closely with the FBI, Federal Trade Commission and state and local governments to promote the use of notarial best practices and educate law enforcement personnel on how Notaries can assist in fraud deterrence and the use of journal records to help locate suspects in criminal investigations.
