New Record-Keeping Requirement
Effective October 1, 2009, Senate Bill 299 establishes that Notaries must keep and maintain a journal record of every notarial act. Journals should be bound and designed for notarial record-keeping. Specific elements are required for each journal entry.

New Official Seal and Education Rules
The new law also specifies use of an inking seal rather than an embosser seal for commissions that begin on or after October 1, 2009. Effective July 1, 2010, first-time Notary applicants and renewal applicants who have been notified of improper notarization must satisfactorily complete a training course certified by the Secretary of State.
